abstract: The area of electronic government (eGovernment) has received increased prominence and attention over the last few years. In spite of the current developments, many avenues in the area of eGovernment remain unexplored. One such area is the comprehensive assessment of eGovernment projects. We propose that understanding the value of projects drives the assessment process. Assessment of information technology (IT) initiatives is conducted either as an ex-ante (before implementation) or expost (after implementation) procedure. In this study, we present an ex-post framework for the assessment of eGovernment projects. Assessment identifies the value of the eGovernment project post-implementation. This paper examines a three-dimensional framework for the assessment of eGovernment initiatives. The three dimensions are eGovernment maturity level, stakeholders, and assessment levels.

abstract: Los centros rurales o telecentros en España surgieron con la prioridad del acceso a Internet en banda ancha para que todos los ciudadanos puedan hacer uso de los nuevos servicios, aplicaciones y contenidos digitales en igualdad de condiciones. Sin embargo su éxito con una enorme expansión de telecentros ha puesto en causa esta prioridad y la necesidad de repensar todo el modelo de gestión y sostenibilidad. El modelo de gestión actual es insostenible, ¿pero qué camino seguir?

abstract: This study uses a municipal e-government services framework to evaluate the development of municipal electronic government (e-Government) in Peruvian cities by assessing the web sites and services provided by each city. The findings show that the degree of development of e-Government in Peru is incipient, with the need to improve not only the municipal websites but also the municipal e-Government strategy in each city within a common framework. Finally, we compare the results obtained in Peru with other Ibero-American countries and, in general terms, this comparison reveals a poor level of e-Services development in Peru in comparison with its neighbors who are more developed.

Resumen: El estudio, Análisis del Desarrollo del Gobierno Electrónico Municipal en España, elaborado en el marco de la cátedra Software AG - Alianza Sumaq en eGovernment, pretende constituirse como un referente para España en lo relativo al papel del Gobierno Electrónico en el ámbito municipal y de Comunidades Autónomas. La Cátedra prevé ampliar este estudio a todos los países latinoamericanos para conocer el grado de implantación y desarrollo de los servicios de Administración Electrónica en el ámbito municipal, y compartir las mejores prácticas y experiencias puestas en marcha en ambos lados del Atlántico. La investigación realizada ha tenido por objetivo la identificación del nivel de desarrollo de los servicios de gobierno electrónico en el entorno municipal en España. Los resultados muestran que la mayoría de las ciudades españolas no tienen un crecimiento sostenible y por fases en el ámbito de estrategia de Gobierno Electrónico. El estudio resalta la necesidad de una estrategia a largo plazo en la implantación del Gobierno Electrónico municipal de forma que se cree una arquitectura digital sostenible.

Abstract: This study reports the emerging findings of an exploratory study to investigate the extent to which eCitizenship is developed in Spanish and some European cities by assessing the web sites and services provided by each city. We have evaluated the different Internet information technology tools offered in each site such as forums, chats, surveys, blogs, email, and also we analyzed what topics are discussed within those forums, chats and surveys. The findings show that eCitizenship is in a premature stage.

ABSTRACT: The area of egovernment has received increased attention over the last few years. Much of this interest is derived from growth and development of electronic commerce. In spite of the current developments many avenues in the area of e-government remain unexplored. One such area encompasses the determination of the value derived from the implementation of egovernment projects through comprehensive assessment. Assessment of Information Technology initiatives is conducted either as an ex-ante or ex-post procedure. In this study, we present an ex-post framework for the assessment of egovernment projects. Assessment is defined in terms of identifying the value of the egovernment project post implementation. We use the socio-technical model to create a three dimensional framework for the assessment of value of an egovernment initiative. The three dimensions presented are egovernment maturity level; stakeholders and assessment levels. Ultimately, this framework can be used as a tool locally, regionally and internationally to understand the true value that an egovernment initiative presents to its constituents.
